President
Richard D. Armstrong Jr.
Richard D. Armstrong, Jr. was elected President of USO of New England (USO/NE)
in June of 1998. It is a volunteer position from which he does not receive
any compensation. Mr. Armstrong is a graduate of Boston College and Boston
College Law School where he received his Law degree in 1972. He went on to
Georgetown Law Center to obtain his LL.M. in 1973. A Principal in the law
firm of Richard D. Armstong, Jr., P.C., Richard specializes in labor and
employment law. Prior to private practice, he served as counsel to a
member of the National Labor Relations Board in Washington, D.C.
Mr. Armstrong’s military affiliations consisted of 6 years with the
U.S. Army Reserve. He served as a Corpsman in the 187th Support
Battalion and after receiving his law degree went on to serve as a Judge
Advocate General Specialist in Washington D.C.
Richard is the former chairman of the Board of South Shore Mental
Health Center, a member of the Board of Catholic Charities in Boston, a
member of the Advisory Board for the Laboure Center Area Hospitaller for
the American Association of the Sovereign Military Order of Malta and a
Knight of the Equestrian Order of the Holy Sepulchre of Jerusalem. He has
served on the Distribution Committees for The Bacon Trust, The Alfred E.
Chase Charity Foundation and The Horace A. Moses Charity Foundation.
Mr. Armstrong resides in Milton, Massachusetts.
Vice President
Thomas W. DiSilva
Thomas W. DiSilva was elected Vice President of the USO New England in
March 2007, a volunteer position from which
he does not receive any compensation.
Mr. DiSilva works in finance and administration for Webster
Logistics. With an expertise in labor relations, transportation and
dedicated logistics, Tom has been involved with many facets of servicing
consumers on the eastern seaboard through trucking and warehouse
distribution for over 25 years. He is also the former owner of Sentinel
Screening Services, a start-up company specializing in the
administration of substance abuse prevention programs, regulatory
testing and educational training.
Tom is presently the co-chair of the Tri-State Arbitration Panel,
where he has served for 5 years. He is a former chairman of the board of
directors for the Massachusetts Motor Transportation Association, where
prior to his four years as chairman, he led and served on numerous
committees. He remains an active board member today. He is a member of
the governing board for the Watertown Boys and Girls Club of
Massachusetts and a former member of the National Substance Abuse
Program Administrators Association.
He is a member of the Ancient and Honorable Artillery Company of
Massachusetts.
Mr. DiSilva resides with his family in Groveland, Massachusetts.
Secretary
Redmond L. Clevenger
CDR Redmond L. Clevenger was elected Secretary of the USO
New England (USO/NE) in May 2007, a volunteer position which provides no
compensation. CDR Clevenger enlisted in the Navy in 1951 and was
discharged as a Fire Control Technician 3 (FT3) in 1953 in order to be
appointed as a Midshipman. He graduated from the U.S. Naval Academy in
1957 and was commissioned and served in USS PORTERFIELD (DD682). He
received a MS in Naval Architecture and Marine Engineering and a degree
of Naval Engineer from the Massachusetts Institute of Technology in
1963. after an at sea assignment as Executive Officer of USS MALOY
(DE791) he was an instructor of naval architecture and engineering at
the U.S. Naval Academy. While there he earned a MS in Personnel
Administration from The George Washington University.
He was designated for Engineering Duty (ED) and was Ship
Management Officer at Boston Naval Shipyard and Mare Island Naval
Shipyard before being assigned as Engineering Officer of USS CRAL SEA
(CVA 43). He finished his active navy career in Boston as the Director
of the Boston Planning Group and Engineering Officer of SUPSHIP Boston.
Marine Systems Corporation (MSC) employs "Red" as a
naval architect where he has been since 1983.
CDR Clevenger resides with his wife, the former Mary Ann
Hambacher, in South Boston, Massachusetts. They have been married over
fifty years and have four children, 19 grandchildren and one
great-grandchild.
Treasurer
Leon J. LeBlanc
Leon J. LeBlanc was elected Treasurer of
the USO of New England and serves as a volunteer for which he receives
no compensation. Mr. LeBlanc has served on the Advisory Council for over
nine years. He attended Northeastern University and is presently
Managing Director of Nixon Energy Solutions. He has served as Chairman
of the Middleton Board of Selectmen, and as Chairman of the Water and
Sewer board, and Industrial Development Commission.
Leo served four years active duty and
two years reserve duty in the U.S. Coast Guard as a First Class Petty
Officer. He is a licensed ship's Captain for vessels up to 100 tons. He
is a member of the Ancient and Honorable Artillery Company of
Massachusetts and serves as Quartermaster.
Mr. LeBlanc resides on Drakes Island in
Wells, Maine.
